Article 01. AFFILIATION
The following procedure is applicable in all cases.
A request for affiliation must be addressed to the President of the F.I.C.C. A.I.S.B.L. together with the following documents in accordance with article 6 of the Statutes:
－a copy of the Statutes of the applicant, with a translation in either French, German or English;
－proof that the applicant has taken out third party liability insurance for itself and its members – federations and clubs – or alternatively that it at least undertakes to comply with CCI insurance;
－a list of its executive officers and, if it is a federation, a list of affiliated associations;
－the number of its campers;
－an affidavit proving that the statutes of the applicant comply with the legal requirements of its country.
A statement declaring that the applicant wishes to become a member of F.I.C.C. A.I.S.B.L.
If the applicant does not wish to join a national federation or a national association, the Council must consult with the members in that country and may agree to admit or reject the new member subject to approval by the General Assembly.
Article 02. FINANCES
For each member of the Federation, the subscription comprises the “basic membership fee” to which must be added a “capita fee” based on the number of its paid-up members (rounded up or down to the nearest hundred).
The basic membership fee, the capita fee and the maximal total subscription are fixed annually by the General Assembly in respect of the following year and expressed in the currency of the country in which the F.I.C.C. A.I.S.B.L. has its registered office. The total subscription cannot be higher than the maximal amount fixed by the General Assembly.
During the month of January, each member shall inform the Secretariat of the F.I.C.C. A.I.S.B.L. of the number of its paid-up members and the number of Camping Cards bought from the F.I.C.C. A.I.S.B.L. and issued by 31 December of the previous fiscal year. The Secretariat of the F.I.C.C. A.I.S.B.L. shall, on the basis of such information, calculate the subscription fee due.
The annual subscription must be paid each year during the month following the date of invoice.
The financial obligations referred to in Article 7.5. of the Statutes concern annual subscriptions, invoices for insurance premiums, Camping Cards delivered and other articles and services.
The due date is thirty (30) days after the date of invoice. Any amount which is still outstanding on the due date will, as a right, be subject to the annual) ECB interest rate plus administrative costs incurred by reminders.
In certain cases the Council may, in response to a written request, agree to grant an extended period for payment.
Article 03. VOTING RIGHTS
Each member’s voting rights are calculated on the pro rata basis of its paid-up members and the number of CCI’s delivered (bought) or produced under license in the previous fiscal year.
There shall be five (5) categories of members:
– category I－up to three thousand (3,000) notified members — one (1) vote
– category II－between three thousand and one and ten thousand notified members (3,001 – 10,000) — two (2) votes
– category III－between ten thousand and one and seventy thousand notified members (10,001 – 70,000) — four (4) votes
– category IV－between seventy thousand and one and one hundred and fifty thousand|(70,001 – 150,000) notified members — eight (8) votes
– category V－one hundred and fifty thousand and one notified members and over (150,001 and over) — twelve (12) votes
In addition to voting rights based on the category of membership under article 03.2, votes will also be granted on the basis of the number of CCI’s purchased or royalties declared:
• Up to 1,000 CCls: one (1) vote
From 1,001 to 3,000 CCls: two (2) votes
• From 3,001 to 5,000 CCls: three (3) votes
• From 5,001 to 10,000 CCls: four (4) votes
•From 10,001 to 20,000 CCls: five (5) votes
•From 20,001 to 50,000 CCls: six (6) votes
•From 50,001 to 100,000 CCI’s: seven (7) votes
•From 100,001 CCls and over: eight (8) votes

Whenever voting does not take place by secret ballot, it shall take place by roll call of the members: one country is drawn at random and the remaining countries are then called in French alphabetical order.
If no delegation raises an objection, the vote can also take place by acclamation or a show of hands.
A secret ballot shall be held in the following cases:
– When the election involves an individual person;
– When electing members of the Council;
– When requested by a member and agreed by the General Assembly.
When voting takes place, three to six (3 to 6) tellers shall be appointed from among the delegates at the General Assembly who are not directly concerned by the outcome of the ballot. The tellers shall notify the outcome of the ballot to the President in a signed statement to which they shall append an envelope containing the voting papers.
Heads of delegations are given the number of voting forms dictated by their voting entitlement. The President suspends the meeting while delegates fill in their voting forms. When the meeting resumes, delegations are called in French alphabetical order and in each case the chief delegate places all of that delegation’s voting papers in the ballot box.
Any member that is unable to be present at the General Assembly is entitled to cast its vote or votes by post or by proxy (to the extent of one (1) proxy per member). The necessary postal voting forms or power of attorney form may be obtained on request from the F.I.C.C. A.I.S.B.L. Secretariat. These votes or proxy votes may only be applied to notified agenda items and must be received by the President at least thirty (30) days prior to the General Assembly.
Article 04. GENERAL ASSEMBLY
For each member the number of delegates shall be established according to category as per article 03.2 of these Rules of Procedure viz:
• Category I – two (2) delegates
• Category II – two (2) delegates
• Category lll – four (4) delegates
• Category IV – four (4) delegates
• Category V – six (6) delegates

When the General Assembly is convened, the Executive Committee shall inform each member of the number of votes and delegates to which it is entitled under the terms of article 11.3.1. of the Statutes and of the provisions laid down in articles 03.2. and 04.1. of the Rules of Procedure.
召開會員大會時，執行委員會應該通知每一位會員，在其依據世界總會規章第11.3.1 條及程序規則第03.2 及04.1 條之規定下所擁有之表決權及代表數。
The notice convening the General Assembly shall be accompanied by the agenda, the annual report of the Council, all reports referred to in articles 11.6.5. and 11.6.6. of the Statutes and any other documents necessary for the delegates to perform their duties.
召開會員大會之通知，應該附上議程、理事會年度報告、世界總會規章第11.6.5 及11.6.6 條規定之所有報告及其他會員代表履行職責所需之文件。
When issuing the convening notice for the General Assembly, the Executive Committee shall invite all members to provide the following information at least forty (40) days before the date of the General Assembly in question:
• the name of the head of delegation and deputy head.
• the list of names of delegates.
寄發召開會員大會通知時， 執行委員會應在大會開會40 天前，通知所有會員提供下面資料：
Council members, Honorary members, named delegates according to article 04.4. shall be admitted to the General Assembly. In certain cases, the Council may depart from these provisions.
The agenda of the General Assembly shall be drawn up by the Council. It shall contain the following items:
• Approval of the minutes of the last General Assembly
• The items mentioned in article 11.6. of the Statutes
• The venue for the next General Assembly
• Any questions or requests from members sent to the Council one hundred and twenty (120) days before the General Assembly.
• Requests submitted to the Council for sole discussion of certain items as per articles 11.7.2. and 11.7.3 of the Statutes

The agenda of the General Assembly may only include points for which a corresponding request has been made accompanied by a detailed statement drafted in one of the three official languages of the F.I.C.C. A.I.S.B.L.
The General Assembly shall decide each item on the agenda by means of a ballot.
In order to be eligible for election to the Council and in conformity with Article 13.3.4 of the Statutes, at the time of submitting their nomination for election to the F.L.C.C. Council, candidates are required to present a short C.V. (Maximum 100 words) relating to their experience in Camping.
Candidates or their nominating club or federation may not carry out any other publicity or propaganda campaigns prior to the election.
A country may if they wish to introduce its candidate during a club/federation reception during the F.I.C.C. International Rally prior to the election.
具有競選理事會成員資格之競選人，其遵照規章第13.3.4 條之規定，在提交競選世界總會理事會提名表時，應附上一份關於其露營經驗之簡短履歷(最多100 字)在選舉之前，競選人或提名之聯合會或協會不得從事任何公開或宣傳活 動。
The General Assembly may invite any person to attend all or part of its meetings.
After approval by the Council, the minutes of the General Assembly shall be dispatched to all members within one hundred and twenty (120) days.
Procedure for temporary exclusion: by extension to Article 7.5 of the Statutes concerning the non-payment of debts and obligations, members will also be denied their right to stand for election to the Council.
Exclusion: In conformity with Articles 7.6 and 7.7 of the Statutes, the Council may, after seeking the opinion of the Mediation Commission, demand the exclusion of a member who will be informed of this decision in writing by recorded delivery. The member concerned is entitled to defend his case at the General Assembly before the General Assembly makes its ruling.
開除會籍：有世界總會規章第7.6 及7.7 條之情形，理事會在徵求調解委員會意見後，以書面掛號通知被開除會籍之會員。該被通知之會員有權利在會員大會做出決議之前，向會員大會提出辯解。
Article 05. MEDIATION COMMISSION
Whenever a case is laid before the Mediation Commission, it shall inform the member under investigation of the complaints made against it, inviting it to state its position within thirty (30) days and shall examine all facts bearing on the case.
Within ninety (90) days of commencing the procedure, the Mediation Commission shall submit a written report to the Council.
On the proposal of the Mediation Commission, the Council may:
• Issue a warning or a reprimand
• Request the General Assembly to rule on the temporary or permanent exclusion of the member.
Those in question shall be notified of the decision by letter, fax, or e-mail. Every ruling is subject to an appeal, the effect of which is to suspend implementation of the decision.
The appeal shall only be valid if it is forwarded to the President of the F.I.C.C. A.I.S.B.L. by letter, fax, or e-mail together with the appropriate reasons, within sixty (60) days of the notification of the ruling.
The appeal shall be submitted to the General Assembly and shall be presented by those concerned or by an appointed representative. The Mediation Commission for its part, shall delegate one of its members to act as Reporting Secretary for the General Assembly
The General Assembly shall make its ruling by means of a secret ballot. Its decision shall be final and no further appeal shall be allowable. Those in question shall be notified of the decision by letter, fax, or e-mail.
The expenses of the Mediation Commission shall be invoiced to the F.J.C.C. A.I.S.B.L., supported by the appropriate vouchers. The members of the Commission will be reimbursed under the same conditions as members of the Council.
Article 06. COMMISSIONS
The Council may decide to set up commissions to deal with day to day business, special assignments or investigations. The Council shall appoint a Chairman for each commission, who shall ensure that the Commission correctly performs all the tasks entrusted to it.
Members of the temporary Commissions dealing with special assignments or investigations shall be appointed directly by the Council or, in an emergency, by the Executive Committee.
After consultation with the Chairperson, the Council shall appoint the members of the Commissions from among the qualified candidates put forward by F.I.C.C. A.I.S.B.L. members. The Chairperson may choose a working group from among the members of their respective Commissions. The term of appointment of the Chairperson and of Commission members shall be three (3) years and may be renewed.
Neither the Commissions nor the Chairperson may in any manner whatsoever enter into contractual commitments in the name of the F.I.C.C. A.I.S.B.L. without the prior written permission of the Council.
The Chairperson of permanent and temporary Commissions shall forward a working programme to the Council. They are bound to submit the minutes of their meetings within a maximum of sixty (60) days. The permanent and temporary Commissions must also draw up a report on their activities during the previous year and submit it one hundred and twenty (120) days prior to the General Assembly.
永久性或暫時性任務之委員會主席應向理事會呈交工作計畫。每次會議之後，應在60 天內繳交會議紀錄。在會員大會120 天前，永久性或暫時性任務委員會必須將前一年度之活動報告提交理事會。
The Chairperson and members of the Commissions work on a voluntary basis.
If, in the opinion of the Chairperson of a Commission, an urgent meeting of the working group or of the Commission is essential, it may be convened after prior approval of the Executive Committee. In this case, members of the working groups or Commissions are entitled to reimbursement for expenses under the same conditions as members of the Council.
The permanent and temporary Commissions may only validly deliberate if more than half of their members are present at the meeting and their resolutions are decided by a simple majority vote. The same procedure applies to working groups.
The temporary Commissions shall report the result of their work at the time appointed by the Executive Committee.
The Chairperson of the Commissions may be invited to attend meetings of the Council and of the Executive Committee in an advisory capacity in order to inform them in detail of the work of their commissions.
Article 07. YOUTH COMMISSION
The Youth Commission shall work in accordance with the rules laid down for it and agreed by the Council. The Chairperson proposed by the Youth Commission is confirmed in his function by the Council. The Commission meets during the International Youth Rally of the F.I.C.C. A.I.S.B.L. and comprises one delegate from each participating country. The Commission members at their appointment must be less than thirty (30) years of age. Their term of office is two (2) years and is renewable.
Article 08. CCI
The F.I.C.C. A.I.S.B.L. alone or in co-operation with other international organisations, shall issue the International Camping Card (CCI) in order to facilitate camping abroad. The form and content of this card shall be defined by a Liaison Committee set up by the contracting parties. The agreement reached in the Liaison Committee with other international organisations shall take effect only after approval by the Council of the F.I.C.C.
The International Camping Cards are offered for sale by the F.I.C.C. A.I.S.B.L. Secretariat to all members which have complied with their financial obligations and which have taken out third party insurance for their members and associates, in accordance with Article 01.1.
A club or federation of the F.I.C.C. A.I.S.B.L. may only supply the Camping Card to its own members.
Subject to prior authorization by the Council, members may incorporate their membership cards into the CCI.
Article 09. RALLIES
No member is entitled to use the title “FEDERATION INTERNATIONALE DE CAMPING ET DE CARAVANNING” (International Federation of Camping and Caravanning) or its abbreviated form “F.I.C.C. A.I.S.B.L.” without prior permission from the Council. The Council may, however grant patronage of the F.I.C.C. A.I.S.B.L. to important events that are international in character
未事先得到理事會同意，任何會員不得使用「世界露營及露營拖車總會」(FEDERATION INTERNATIONALE DE CAMPING ET DE CARAVANNING 或 International Federation of Camping and Caravanning)名稱或「世界總會」簡稱(F.I.C.C. A.I.S.B.L.)，但理事會允許世界總會贊助國際性之重要露營活動。
F.I.C.C. A.I.S.B.L. “INTERNATIONAL RALLIES” may be organised each year, by F.I.C.C. A.I.S.B.L. members only. Each Rally shall be numbered sequentially. The General Assembly shall decide on such events three (3) years in advance. The Rally Contract will be completed and signed by the chosen organiser and the F.I.C.C. A.I.S.B.L. one (1) year before the Rally is held.
每年世界總會之「世界露營大會」(INTERNATIONAL RALLIES)只能由會員籌畫舉辦。每屆世界露營大會應按順序編號。會員大會應在3 年前就事先決定世界露營大會。舉辦世界露營大會之合約，應在大會舉辦前一年由選定之舉辦單位與世界總會簽署完成。
The place, date and duration of each rally together with the booking fee shall be set by the member in charge of organising the event in consultation with the Rally Liaison Officer and after securing the agreement of the Council. This information shall be communicated to the General Assembly preceding the Rally
Other important points regarding these rallies and in particular the programme and conditions relating thereto must be communicated to all F.I.C.C. A.I.S.B.L. members nine |(9) months preceding the rallies, at the latest.
In order to uphold the tradition of these rallies, each organiser must abide by the rules laid down by the Council on the proposal of the Rally Liaison Officer. To this end, the organiser shall co-operate fully with the Rally Liaison Officer on all matters relating to the above-mentioned rules.
Within one hundred and twenty (120) days after the Rally, the organisers shall report on the event and submit a financial report to the Council in accordance with the recommendations contained in :
– the “Guidance and Rules for Organisers of International Rallies”;
– the Rally contract.
世界露營大會舉辦後之120 天內，舉辦單位應遵照下面文件內容之建議，向理事會報告露營活動並提交一份財務報告： －世界露營大會之指南方針及規則；
Only members of federations and clubs who are members of the F.I.C.C. A.I.S.B.L. may take part in such Rallies, on condition that they are holders of a valid International Camping Card. Registration for rallies must be done through a member’s own national federation or club.
As a special dispensation, the Council may agree to rally organisers receiving rally bookings direct from individuals who are members of an F.I.C.C. federation or club after receipt of a written request from the organizers concerned, stating their reasons.
Access to the rally site shall be barred to the general public
The Council may, in consultation with the Rally Organiser and the Rally Liaison Officer, decide to cancel any F.I.C.C. A.I.S.B.L. Rally. The Council is empowered, after consultation with the Rally Liaison Officer, to appoint another organiser and inform all members in writing.
Regional rallies may be organised by the regional groups referred to in article 5.2. of the Statutes with prior permission of the Council.
In exceptional circumstances justifying a departure from article 09, the Council, in consultation with the Rally Liaison Officer, shall be competent.
Article 010. BULLETIN
The Federation may publish a bulletin edited in the three official languages of the F.I.C.C. A.I.S.B.L.
